Transportation and/or mileage reimbursement is provided if needed for RRAC members. Transportation or mileage reimbursement is not available to visitors/guests.

Members

The board consists of 15 members appointed by Oakland Community Health Network (OCHN) Board. An Oakland Community Health Network Board Member, who shall represent the board and not any other category, even if he/she also fits another category:

• Twelve total consumers and secondary consumers, with no less than five status as a consumer.
• Two community at large members.
• The Chair of the Committee shall be designated by OCHN’s board from among the 15 appointed members.
• Appointments to this committee shall be made in a manner that provides for the broadest representation possible of the varied perspectives of OCHN’s geographic area and of the consumer populations served by OCHN.

Committee Responsibilities

The Office of Recipient Rights offers assistance and reasonable accommodations to Committee members to ensure participation, i.e., help with transportation and interpreter for services if needed. View the responsibilities of the board:

• Maintain a current list of members’ names and a separate list of categories represented, to be made available to individuals upon request
• Meet at least semiannually or as often as necessary to carry out its responsibilities
• Periodically review the operations of the Office of Recipient Rights and assess rights protection throughout the mental health system, including Oakland County consumers in state-operated services, and recommend needed improvements
• Protect the Office of Recipient Rights from pressures that could interfere with an impartial, even-handed, and thorough performance of its duties (including assessment of the adequacy of funding available for the Office)
• Recommend candidates for Director of the Office of Recipient Rights to the executive director, and consult with the executive director regarding any proposed dismissal of the Director of the Office of Recipient Rights
• Recommend goals and objectives for the office, and semiannually assess progress towards goals
• Review and provide comments on the annual report on the current status of Recipient Rights in Oakland County submitted by the executive director to the Community Mental Health Services Board
• Serve in an advisory capacity to the Director of the Office of Recipient Rights, the executive director, and the OCHN board

Persons Served

We serve the following people:

• Consumer/Person Receiving Services who is a resident of Oakland County and has a diagnosis of a developmental disability and/or severe and persistent mental illness, and; Is currently receiving, or has previously received, services supported by OCHN
• Secondary Consumer and resident of Oakland County who is a parent, guardian, sibling, spouse, or significant other of an individual with a diagnosis of severe emotional disturbance, developmental disability, and/or severe and persistent mental illness, and; That due to this diagnosis the individual is currently receiving or has previously received, services supported by OCHN
• Member at Large and Oakland County resident who demonstrates an interest and a commitment to promoting and protecting the rights of individuals with disabilities who receive services supported by OCHN

This Advisory Committee is an official committee of OCHN and is subject to the Open Meetings Act, Act 267 of the Public Acts 1976, meeting sections 15.261 to 15.275 of the Michigan Compiled Laws. Minutes shall be maintained and made available to individuals upon request. Agendas can be seen in the meeting minutes.
